"Taking to the Air: A Brief History of Civil Aviation Administration in Finland" is a specific book by Irmeli Paavola, documenting the evolution of Finnish civil aviation authority from early government roles in the 1920s, through the creation of the National Board of Aviation in 1972, to its transformation into the commercial entity Finavia (with an independent Flight Safety Authority) in 1991, reflecting global trends towards privatization and separating regulation from operations.

Early Days (1920s onwards): Responsibility for airports and air traffic control rested within the Ministry of Transport and Public Works, later the Ministry of Transport and Communications, developing infrastructure and policy.

1972: The Aviation Department merged with the Roads and Waterways Administration's airport department to form the National Board of Aviation (Ilmailuhallitus), managing 20 airports.

1991: To privatize and commercialize, the National Board of Aviation became a state-owned enterprise (Finavia), while regulatory functions were handed to the independent Flight Safety Authority (Ilmailulaitos), a model seen internationally.
