Penny Ur (born 1944) is a professor at Oranim and Haifa University. She retired as head of the Masters of Education program at the Oranim Academic College of Education. Ur studied at several universities earning her Master of Arts at Oxford University, PGCE at Cambridge University, Master of Arts in Teaching English as a Foreign Language at Reading University. She moved from the United Kingdom to Israel in 1967.
